Abstract
If the opportunity cost of the activity is perceived as costly or as a secondary step in the MSP, it is critical to consider the opportunities lost by the people whose activities would be restricted, especially fishermen. We develop an easily reproducible habitat-based strategy to estimate the spatial distribution of opportunity cost for fishermen in data-poor regions. We assume that more accessible areas have higher economic and conservation values than less accessible areas and their designation as no-take zones represents a loss of fishing opportunities. We estimate the potential distribution of fishery resources from bathymetric ranges and the distribution of biotic habitats, and the relative importance of different resources for each port in total catch, income, and shareholder perceptions. In our model we combine different cost levels to produce a comprehensive level of cost so that trade-offs can be evaluated. Our strategy directly supports conservation planning, can be applied generally, and is expected to facilitate shareholder contribution and community acceptance of conservation.
