Abstract
This research used the combinations of qualitative and quantitative techniques by applying Participatory Action Research (PAR) to study the local strategy formulation for forest resource management in Nam San watershed area, Loei province. The objectives were (1) to survey and study the status, potential, need of local community, and readiness of Local Administration Organization (LAO) in the study area; (2) to formulate local strategy for the forest resource management and the cooperation process between local administration, community, and related agencies; and (3) to propose the policy in forest resource management for the local administration organization. The research composed of study from secondary data, on site survey, 192 interviews of target groups, arrangement of focus group, appointment of task force, formulating local strategy, arrangement of workshop, and pilot implementation project. The finding suggested that Nam San watershed area had potentials as forest resources and tourist attractions. However, result of the interviews indicated that 51 percent of the forest were deteriorated and local community still lacked participation in planning and strategy formulation process. Furthermore, the community required more promotions in income distribution by encouraging the planting of flower, fruits, and mushrooms. According to the survey, 85.90 percent wanted to establish an organization to manage natural resources and environment in the watershed. The working group, consisting of representatives from all stakeholders, had formulated 5 local strategies, 9 plans, and 31 projects in Nam San watershed area. The researchers played the important role as facilitators, providing support in research, information, and coordination in the area. The result was the participatory working format among Tambon Administration Organization (TAO) and related agencies in the area. The workshop indicated that the participants agreed with the formulated strategies to be applied to surrounding areas.
