Abstract
Following a request for detail from the Mackenzie Valley Environmental Impact Review Board, we provide further clarity to our previous comments. In particular, we suggest the mine and the means of transporting materials and products must be considered in a single environmental assessment process, especially since the road is being upgraded to a gravel haul road solely to service the mine. Independent Environmental Assessment (EA) may allow several small decisions which will fail to address any larger cumulative effects. Further, the EA must evaluate an alternative where neither the mine nor the accompanying material and product transport system would be permitted, rather than one that simply evaluates the no-project scenario as the absence of a road but still presumes the operation of a mine.
