Abstract
We note several concerns with proposed mining developments and the associated heavy, constant industrial traffic along the Howard's Pass road since caribou, grizzly bears, and Dall's sheep that consistently use the area are vulnerable to impacts from industrial developments, including road access. We provide documented evidence that the areas excluded from the Nááts’ihch’oh National Park Reserve (Little Nahanni River area from Howard's Pass south to the Sahtu-Dehcho border) provide critical habitat to all three species of vulnerable wildlife, and strongly suggest protection of these excluded areas by designation as a Conservation Zone in the amended Sahtu Land Use Plan is critical to maintain ecological integrity and wildlife uses of the adjacent National Park Reserves. We suggest that proactive land use decisions that minimize major cumulative impacts is a more effective conservation strategy than one that relies on reactive mitigation measures with inconsistent effectiveness.
