Abstract
As part of the environmental assessment process for Noront’s Eagle’s Nest Project, we seek clarification from the Ministry of Environment and Climate Change (MOECC) on several process-related issues and reiterate our concerns with Noront’s Terms of Reference (ToR). Our comments acknowledge the generally positive effort Noront has made in engaging with communities in environmental assessment, but recommend addressing direct and indirect cumulative impacts, socio-economic considerations, climate change, and an explicit review of alternatives to the project and methods. Specific comments on the ToR are also included to request additional information, clarification, and address further environmental planning.
