Abstract
Bill S-6 proposes various amendments to the Yukon Environmental and Socio-economic Assessment Act (YESAA) that will undermine the independence and integrity of the Yukon environmental impact assessment process. In sum of our concerns, the consultation process has lacked transparency, appears biased, and has not addressed First Nations concerns which are of equal validity to those of Canada or Yukon in a government-to-government agreement such as the Umbrella Final Agreement. The content is also concerning: the Bill provides the option for the federal government or Yukon Territorial government to impose policy direction on the YESAA implementation body; the Bill imposes specific timelines for project review that will force a rushed process; and the Bill allows the government to make decisions that lack clarity and are open to political interference by removing the need for implementation body review. We urge your government to withdraw Bill S-6 and return to a more inclusive consultation process with Yukon First Nations regarding the YESAA review.
