Abstract
We suggest changes to the land designation system to include a true Protected Area (PA), removing the conservation area zone, renaming the traditional economy area zone, improving boundaries for the Yukon River Corridor zone, consolidating the IMA zones into only 2 or 1 zone, and clarifying Community Area zone overlap and extent. Importantly, the ability to grandfather and withdraw sub-service rights in PAs results in a high likelihood of road construction to access claims and possibly develop mines and oil and gas wells, which means the current PA designation does not fill the role of a true protected area. We also answer the questions in the document based on scientific rationale and provide specific feedback on positive and negative aspects of each of the five alternatives presented. We conclude by suggesting the monitoring framework must be hypothesis driven: It needs to address all expected agents of change.
