Abstract
Wataynikaneyap Power is a licenced transmission company owned by 22 First Nation communities with the objective of connecting remote First Nation communities, currently serviced by diesel generation in Northwest Ontario. The Transmission Project has been identified as a priority in Ontario's Long Term Energy Plan. Continued use of diesel generation to power remote First Nation communities is financially unsustainable and socially unacceptable. We discuss two main concerns with the Terms of Reference: A lack of consideration of the alternatives to the proposed project; and, that the routes are focused primarily on technical and economic feasibility with limited attention given to environmental sensitivity around fish, wildlife, and water quality. We recommend revising the Terms of Reference to address these concerns.
