Abstract
Under the Far North Act, 2010, the MNRF are mandated to develop a Far North Land Use Strategy to address issues that go beyond the current scope of community-based land-use planning such as climate change and cumulative effects. We express concern that the MNRF has not taken up any of the recommendations made by the Far North Science Advisory Panel, the Far North Advisory Council, or the Environmental Commissioner of Ontario regarding broad-scale planning in the Far North. We express concern about the ability of the Strategy, as evolving under the MNRF, to deliver on the Act’s objectives. We recommend developing measurable outcomes for each of the four objectives in the FNA, revising the FNLUS to include Ontario's relevant broad-scale policy, and addressing and defining broad-scale planning. We also recommend including planning topics focused on ecosystem services, including peatlands and wetlands and Aboriginal and Treaty rights. We provide specific recommendations for developing a vision for the Far North in addition to land use planning and policies on designations and amendments of the plan.
