Abstract
We strongly agree with the need to revise Ontario's live baitfish use policy, including regulations for the commercial sale, transport, allocation and reporting of bait. The majority of Canadian jurisdictions have already banned the use of live and dead bait fish on the basis of ecological, economic and social costs resulting from associated threats of invasive species and disease. We suggest that banning the live bait industry is necessary in order for the MNRF to meet its biodiversity conservation goals and its Statement of Environmental Values regarding ecological integrity. The Provincial Bait Policy Review proposal is a step in the right direction, and we provide suggestions relating to harvest, movement, testing, storage, and certification of commercial bait operations. We also discuss policy options to allocate unallocated or unutilized resources, resource value, tourist licence types, record keeping, and compliance framework.
